he 1 of first students @ staff college, had opened under command of air commodore robert brooke-popham. directing staff included air commodore robert clark-hall, group captain philip joubert de la ferté, wing commanders wilfrid freeman , charles edmonds, , squadron leader bertine sutton, while betts fellow students included wing commanders jack baldwin , richard peirse, squadron leaders conway pulford, keith park, wilfred mcclaughry , charles portal, , flight lieutenants harold kerby , john cole-hamilton.
on 4 april 1923, began pilot s training @ no. 1 flying training school. on 17 september 1923, began staff duty @ headquarters, inland area. there, moved on become qualified flying instructor @ no. 3 flying training school, raf spitalgate, on 20 march 1928. while there, promoted squadron leader on 29 may 1929.
betts went upon foreign service next, being assigned air staff @ headquarters, british forces aden on 16 november 1929. remain there until being returned britain , deemed supernumerary on 5 march 1932. after spell on half pay in may , june 1932, returned staff duty, time in wessex bombing area, starting on 8 august 1932. after that, given command of no. 101 (bomber) squadron raf on 21 december 1933.
on 1 january 1936, promoted wing commander. on 14 january, returned staff work, in deputy directorate of war organization. on 1 april 1939, betts promoted group captain, becoming deputy director of war organisation.
