after near total collapse in 1998, russian economy recovered result of high oil prices during presidency of vladimir putin, remained heavily dependent on energy , raw material exports. in first decade of 2000s, global oil prices kept rising, fuelling economic growth. medvedev later stated belief not boom, damaging russian economy, saying if oil price high, we’d never change structure of our economy... haven’t done in last 10 years because oil kept rushing higher , higher.


there had been repeated calls more diversified economy under putin; in 2005, putin s prime minister mikhail fradkov warned dependency of economy on raw material exports, , in 2007 deputy prime minister sergey ivanov said without diversification, russian economy sooner or later face collapse. dmitry medvedev, elected president in 2008, made economic modernisation prime presidential agenda. medvedev s statements regarding issue went further other statements russian leadership. in 2009, medvedev founded presidential commission on innovation. commission comprises entire russian government , of best minds academia , business.

medvedev outlined programme in article called go russia! published online in september 2009. in article, formulated strategic objective of modernising russia. criticised russia s economic backwardness , called russia s humiliating dependency on oil , raw materials. described russian society archaic , paternalistic , said country can no longer rely on achievements of past secure prosperous future. in medvedev s view, russia should aim modern, diversified economy based on high technology , innovation. medvedev criticised previous attempts modernise russia—those initiated peter i great , soviet union—saying results brought came @ high cost, , time modernisation must come not through coercion via development of creative potential of every individual, through private entrepreneurship , initiative.


medvedev identified 5 key areas economic modernisation, in breakthroughs must achieved:



energy efficiency , new fuels
medical technologies , pharmaceuticals
nuclear power engineering
information technologies
space , telecommunications

medvedev further discussed , publicised programme in second state of nation address in november 2009, in televised speech in december 2009.
