the new york election law defines structure of political parties , requires each party have county committees. county committees composed of @ least 2 members elected each election district 2 members elected each assembly district within county (assembly district leaders). leadership of party held chairman of executive committee, voted on state committee members (who collectively form executive committee). chairmen known colloquially brooklyn boss or party boss.
