the recent decade saw rapid spread of information technology in russia. on 42% of population in russia have personal access internet, , schools , universities provided internet connection 2007 part of national priority project in education supervised dmitry medvedev, vice-prime minister. russia leading developer of software , country enjoys large amount of talent. russian youth dominate international technology competitions acm international collegiate programming contest, russian universities have won 5 of last ten contests. despite this, russia faces shortage of specialists due high demand. in 2009 russian companies employed more 1 million specialists, making 1.34% of country s workforce. however, figure lower in other major economies, such united states (3.74%), united kingdom (3.16%), , germany (3.14%).
