the city of columbia s current government established home rule charter adopted voters on november 11, 1974, established council-manager government invested power in city council. city council made of 7 members – 6 elected each of columbia s 6 wards, plus at-large council member, mayor, elected city voters. mayor receives $9,000 annual stipend , 6 remaining council members receive $6,000 annual stipend. elected staggered three-year terms. mayor, in addition being voting member of city council, recognized head of city government ceremonial purposes. chief executive authority invested in city manager, oversees day-to-day operations of government.
