the september 11, 2001 attacks in u.s. prompted canada re-evaluate policies toward afghanistan. minister of national defence art eggleton advised governor general adrienne clarkson authorize more 100 canadian forces members serving on military exchange programs in united states , other countries participate in u.s. operations in afghanistan. although not participating in opening days of invasion, prime minister jean chrétien announced on 7 october canada contribute forces international force being formed conduct campaign against terrorism. general ray henault, chief of defence staff, issued preliminary orders several canadian forces units, operation apollo established. canadian commitment planned last october 2003.
