in 2006 election, ran re-election against 2 main opponents: former kanata councillor alex munter, , businessman larry o brien. terry kilrea, runner-up chiarelli in 2003, campaigned through summer withdrew when seemed left-wing candidate alex munter had taken lead. kilrea decided support chiarelli remainder of campaign.


chiarelli s main project expansion of city s light-rail system: north-south line run barrhaven downtown ottawa starting in 2009. opponents in election alleged project had been undertaken without sufficient consultation or communication public. project cancelled shortly after departure of city hall.


chiarelli had plans improve east end of city. introduced 10-point revitalization plan include attracting more jobs , businesses east of rideau river in order improve economic development. planned build new roads improve connections between orleans , south end of city. promised expand existing bike trail system additional trails connecting suburban , rural areas of ottawa.


in survey conducted unimarketing during week of october 13, 2006, chiarelli placed second 11-point percentage deficit on munter had three-point advantage on o brien among vote. in election, finished in third position on 15% of vote , lost mayoral position o brien.
