history
early history

located in vicinity of punggol jetty, punggol believed have existed 200 years ago before sir stamford raffles founded singapore. punggol area used well-established rural district dotted farmhouses , farm structures, serviced roads , dirt tracks. 1 of oldest settlements in singapore. original settlers predominantly malays. chinese immigrants, settled in punggol mid 19th century onwards, engaged in plantation work, rubber. population of chinese increased, many chinese villagers engaged in poultry, pig or fish farming, farm produce. last pig farm closed down in 1990. hydroponic non-pollutive vegetable farms , orchid farms used flourish along cheng lim farmways , buangkok farmways, along old kampongs , low-rise residential areas. of these farms have given way high-rise hdb flats of sengkang new town , punggol new town.

historically, punggol populated teochews , catholics. however, original settlers predominantly malays. end of upper serangoon road known teochews kangkar or river bank or river mouth . ferries used on serangoon river transport. old market located here. catholic missionaries arrived here 140 years ago , set churches , schools. malay kampong, has since been cleared, found @ tanjong punggol. @ end of punggol port road, indonesian , malaysian fishermen auctioned catch @ wholesale fish market.

during second world war in 1942, 400 chinese civilians massacred japanese military forces @ punggol point, northern tip of area, in known punggol beach massacre part of sook ching massacre. today, location has been marked national heritage site, , war memorial exists @ area.

post-war punggol

in 1960s, basic amenities piped water, electricity, paved roads, , drainage systems introduced through government , self-help programmes. @ time television became popular , antennas seen installed on many kampong rooftops.

punggol known sumptuous seafood , boatels provided services docking , renting of boats boating, water skiing , skindiving lessons. these seafood restaurants , boatels have since been relocated in mid-1990s facilitate land reclamation works. poultry , pig farms gradually phased out when redevelopment commenced in 1970s. last pig farm closed down in 1990. land vacated resettled farmers tendered out on short term leases non-pollutive agricultural activities, included hydroponic non-pollutive vegetable , orchid farms used flourish along cheng lim farmways , buangkok farmways. these farms existed along old kampongs , low-rise residential areas. of these farms have given way high-rise hdb flats of sengkang new town , punggol new town.

punggol in 2002, first phase of punggol 21 plan completed

in national day rally speech on 18 august 1996, then-prime minister goh chok tong announced singapore government s plan develop punggol, known punggol 21 . punggol 21 new model housing punggol, feature new concept in housing model new towns in 21st century. have mix of private houses, executive condominiums, , high-grade hdb flats grouped smaller, distinctly designed estates. each estate contain between 1,200 , 2,800 units, common neighbourhood green. every housing unit located within 300 metres of nearest lrt station. schools, libraries, , community clubs clustered convenience, , there 3 commercial centres, including shopping centres.

a few months after speech, punggol 21, part of cheng san group representation constituency then, became election carrot people s action party (pap) beat workers party team led j.b. jeyaretnam , tang liang hong. @ general election in 1997, five-man pap team managed retain cheng san grc 54.8% of valid votes.

however, punggol 21 did not materialise singapore s economy affected asian economic crisis in 1997. although construction began next year, stopped when demand new flats fell sharply. plans again delayed when construction industry in singapore experienced financial troubles in 2003. result, 16,000 flats, out of 80,000 planned units, have been built @ 2007. there 1 shopping mall in estate, punggol plaza, , there no recreational facilities cinemas or swimming pools. of january 2016, second shopping mall in estate, waterway point, has opened, , recreational facilities have since been planned within estate.

in national day rally speech on 19 august 2007, prime minister lee hsien loong offered new vision punggol new town, , introduced punggol 21-plus plan re-vitalise town.

under new plan, sungei punggol , sungei serangoon, flank town, dammed create freshwater lake , serve reservoir. 4.2-kilometre long, 20-30-metre wide man-made waterway run through estate, linking both rivers. work on start in 2009, , had been completed on 26 october 2011. when built, there recreational facilities water sports kayaking , canoeing, gardens , parks jogging , cycling tracks, rooftop gardens, eateries al fresco dining , floating island.

the punggol 21-plus project involves 18,000 new hdb , private flats, , 3,000 new flats built in punggol new town every year. punggol new town projected have 96,000 units when developed in long term. waterfront housing have stepped courtyards. there promenade on northern sea front, stretching 8.7 km. integrated waterfront commercial , residential development has been planned @ town centre, built on both banks of waterway. site project put sale , named waterway point condominium – watertown. there other facilities within town centre, includes community club, regional library , hawker centre in future. before general election 2011, residents assured hawker centre built @ plot of land between punggol mrt , foguan shan. had since changed plot of land reserved future high rise development.

punggol central converted tree-lined boulevard landscaping. coney island, on other hand, has opened public in 2015.
