under new plan, sungei punggol , sungei serangoon, flank town, dammed create freshwater lake , serve reservoir. 4.2-kilometre long, 20-30-metre wide man-made waterway run through estate, linking both rivers. work on start in 2009, , had been completed on 26 october 2011. when built, there recreational facilities water sports kayaking , canoeing, gardens , parks jogging , cycling tracks, rooftop gardens, eateries al fresco dining , floating island.

the punggol 21-plus project involves 18,000 new hdb , private flats, , 3,000 new flats built in punggol new town every year. punggol new town projected have 96,000 units when developed in long term. waterfront housing have stepped courtyards. there promenade on northern sea front, stretching 8.7 km. integrated waterfront commercial , residential development has been planned @ town centre, built on both banks of waterway. site project put sale , named waterway point condominium – watertown. there other facilities within town centre, includes community club, regional library , hawker centre in future. before general election 2011, residents assured hawker centre built @ plot of land between punggol mrt , foguan shan. had since changed plot of land reserved future high rise development.

punggol central converted tree-lined boulevard landscaping. coney island, on other hand, has opened public in 2015.
