after 1755 lisbon earthquake, resulted in almost-total destruction of city, sebastião josé de carvalho e melo, 1st marquis of pombal, prime minister of king josé i, managed reconstruction of city in new enlightened plan, in become pombaline style.


the marquis ordered demarcation , construction of passeio, @ northern edge of newly constructed city. management of park s design , construction given royal engineer reinaldo manuel dos santos, , construction lasted between 1764 , 1771.


although given name of passeio público, park not open public. walled , gated exclusive use of members of portuguese nobility. however, first 50 years of park s history, aristocracy avoided park, deemed lacking in ornamentation , poorly landscaped.

the passeio s failure attract interests in upper classes resulted in successive series of works improve park s quality , popularity. first of in 1821, when king joão vi ordered walls surrounding passeio torn down , park open people of classes.


in 1835, noteworthy reformulation of park initiated malaquias ferreira leal, architect municipality of lisbon. ferreira leal s plans rearranged fountains within park, introduced iconic allegorical statues of tagus , douro rivers, , saw construction of passeio s iconic landmark, cascade.

by latter half of 19th century, lisboners grew discontent outdated format of passeio , triviality of activities took place there. in 1863, first idea of creating grand passage way through park first arose, in 1873 when municipality of lisbon took decision construct great avenue through passeio.


demolition work of passeio, including park s trees , famed cascade, began in 1879 , works lasted until 1886, when josé gregório da rosa araújo, mayor of lisbon, inaugurated new avenida da liberdade (avenue of liberty), new central via in lisbon.
