in 1915, after world war broke out, recalled duty serve head of imperial admiralty staff. during retirement holtzendorff converted strong proponent of unrestricted submarine warfare. published memo in december 1916 presented kaiser wilhelm ii , approved @ pless conference in january 1917. belief unrestricted submarine warfare starve britain , bring demise predicted, statement united kingdom forced sue peace within 6 months. stated risk of american intervention taken , ignored. policy succeeded in disturbing both royal , merchant navy allied shipping losses on 6 million grt in 1917. submarines became less successful when convoys introduced, joined war, , britain not compelled surrender.


holtzendorff promoted rank of großadmiral on july 31, 1918; sixth , final appointment rank in imperial navy. retired again after quarrels war aims oberste heeresleitung (supreme army command) in august 1918 , replaced admiral reinhard scheer. husband of margarethe zitelmann , adoptive father widowed sister-in-law s 2 daughters. admiral holtzendorff died in uckermark district on june 7, 1919.
